Pastor Goodwyn’s vocation in life was acknowledged in December of 1985. Just three months after his marriage to Mrs. Beverly Goodwyn; he preached his commissioning sermon. He held many positions in his home church, New Mt. Zion, such as Sunday School teacher, Bible Study facilitator, and Youth Minister. In September 1987, he was ordained as an Elder in the Church of God in Christ under Bishop Samuel L. Green Jr. With a divine mandate from God, he began the City of Refuge Deliverance Ministries. The first service was held on May 8, 1994 in the Mills E. Godwin Center, on the campus of Norfolk State University. “The City” launched the first Open Air Spiritual Renewal week crusade that drew large crowds on the campus grounds where many received Christ and were set free from bondage. It became evident that God had directed Pastor Goodwyn to begin the ministry on the campus of Norfolk State University.
After hearing God and with much prayer, in 1996, Pastor Goodwyn joined fellowship with Holy Ghost Jubilee Ministries Inc., which is based in Fort Mill, South Carolina, under the great leadership of Bishop Charles and Pastor Debra Gibson. He has served faithfully as the Virginia State Jubilee President for more than 15 years.

On September 7, 1985, Beverly Brown was joined in holy matrimony to Pastor Lionel V. Goodwyn. God has blessed them to be married for over 30 years.
On May 8, 1994, alongside her husband, they began the City of Refuge Deliverance Ministries on the campus of Norfolk State University. As First Lady of The City of Refuge she has served as Praise & Worship Leader and she is the Executive Administrator for the ministry. Lady Goodwyn is not only a singer, but she is a writer, mother, prayer warrior, poet and an intercessor. But above all she is a worshipper. She loves the Lord with all of her heart, mind and soul. This woman of God is an encouragement to the body of Christ.
